Seaside Heights Labor/Management Meeting Minutes

 

 

 

On Wednesday September 3, 2008 a labor/management meeting took place at the Seaside Heights Post Office between the representatives of NALC Branch 2128 Toms River and the management staff of the Seaside Heights Post Office.

 

The meeting was scheduled to start at 9:00 am

 

 

Those in attendance:

 

Management                          NALC

Alex Martinez, Postmaster               Joseph R. Palmerson, President

                                         Chris Thompson, Shop Steward                                        

 

The meeting began at 9:02 am.

 

 

Some of the items discussed and/or agreed upon were as follows:

 

 

  • Pivoting – Chris brought up the fact that the Seaside Heights letter carriers are pivoting on a daily basis and that the PTF is being sent to other offices. The pivots that are given out are on undertime. Alex is managing the operation to capture some of the downtime of the carriers. Joe said that Alex should be managing the operation to capture downtime and that pivoting will be a part of life for now.
  • DOIS - Chris contends that Alex is managing the operation by what DOIS says. Alex explained how DOIS computes its information and how the final result comes about. Alex also acknowledged the flaws of DOIS and states that he makes adjustments in his expectations for those flaws.
  • EXFC – There was discussion on EXFC. Alex and Chris are looking into devising a workable system that can be implemented to fairly distribute the workload that is necessary to deliver all of the 1st Class mail each day - so that no one or two individual carriers will always have to deliver the missorts. 
  • VOE Survey – Chris asked what the Union’s opinion of filling out the EOS survey and then talked about Alex giving out two surveys in a small office such as Seaside Heights. Joe said that his position is to fill out the survey honestly and avoid answering loaded questions that could be used against letter carriers as was once done three contracts ago. By not filling out a survey only inflates the result.

As far as filling out a survey in a small office such as Seaside Heights, where the survey is given out by a manager to one or two carriers can be a problem. The manager will know who the carriers were that received the survey and the results that is shared with management will be indicative of the carriers overall feelings and be possibly known to that manager. The potential for retaliation and confrontation will be greater in a small office than it would be in a larger office. It would seem to be better if the survey was sent to the employee’s home as opposed to being handed out at the office.

 

Joe said that this is a concern and that he will share this with the National officers of the NALC.

 

 

The meeting ended at 11:16 am.
